Safeguard frameworks for Nigeria's REDD+ readiness.
Four technical reports for the World Bank study on Nigeria's readiness for REDD+, delivered to the Federal Ministry of Environment: a Strategic Environmental and Social Assessment, an Environmental and Social Management Framework, a Resettlement Policy Framework and a Process Framework.

The brief
REDD+ (Reducing Emissions from Deforestation and forest Degradation) rewards countries for keeping forest carbon standing. Before a country can take part it must show that its programme will not harm people or ecosystems. The World Bank study for Nigeria's REDD+ readiness required the full set of safeguard instruments, delivered as technical reports to the Federal Ministry of Environment.
The four reports
- Strategic Environmental and Social Assessment (SESA), 2019: an assessment of the environmental and social implications of the REDD+ strategy options.
- Environmental and Social Management Framework (ESMF), 2018: the procedures for screening and managing the environmental and social effects of activities under the programme.
- Resettlement Policy Framework (RPF), 2018: the principles for handling any displacement or loss of access to land and resources.
- Process Framework (PF), 2018: the process by which communities affected by restrictions on resource use take part in decisions and mitigation.
How the team contributed
Prof. Andrew-Essien's profile records that she facilitated the development of Environmental and Social Management Frameworks for REDD+ programmes, built Safeguard Groups on REDD+ within the UN-REDD programme, and coordinated assessments of strategic objectives against safeguards principles and criteria.
