A roadmap framework for a circular Nigeria by 2050.
Built on a Theory of Change, the framework sets out the strategies and activities to be carried out towards transitioning Nigeria to a circular economy in 2050, accompanied by an MRV policy brief and a policy brief.

From evaluation to programme
Where the green economy transition study described the landscape, the Nigerian Circular Economy Program roadmap framework describes the route. It uses a Theory of Change, a structured statement of how activities lead to outputs, outcomes and long-term impact, to set out the strategies and activities to be carried out towards transitioning Nigeria to a circular economy in 2050.
The three outputs
- The Roadmap Framework itself.
- An MRV Policy Brief, covering the monitoring, reporting and verification arrangements needed to track progress transparently.
- A Policy Brief for decision-makers.
How the team contributed
Prof. Andrew-Essien coordinated the agriculture, forest and land-use teams in the circular economy work for the AfDB, RVO and GGKP. Ekaba Bisong, whose expertise covers MRV frameworks and the assessment of circular economy principles on waste emissions, worked on the circular economy and natural capital agenda with the same partners. Jackson Akor, as Consultant Stakeholder and Business Cluster Analyst with AGDF, conducted circular economy stakeholder and funding-linkage analysis for businesses across Nigeria. Mrs Eyeoyibo consulted on the Circular Economy Scoping Report for Nigeria.
